What is this deliverable about?
Purpose & Objective
This deliverable presents a harmonised, EU-wide Academic Profile of Rural Entrepreneur, defining the competences expected from graduates in Rural Entrepreneurship & Innovation (E&I). The profile identifies the key capacities of future rural leaders – individuals capable of initiating and developing both business and social ventures that drive sustainable rural development.
Developed through a joint effort of partner universities, the Academic Profile serves as a standardised framework that ensures consistency and complementarity across diverse academic settings. It acts as a bridge between the competence needs identified in the WP2 Rural Development Potential Maps and the practical educational tools (EDUPACK) to be developed in the next phase of the project.
Methodology and activities
The development of the profile followed a systematic, multi-stage approach designed to ensure comparability across partner institutions while respecting regional specificities. The process was structured as follows:
- Review of Study Programmes: partners conducted a comprehensive analysis of 19 existing degree-granting programmes (Bachelor’s and Master’s) at their respective universities. The focus was on identifying current teaching content and evaluating the extent to which these programmes already address rural-specific entrepreneurship and innovation needs. This step highlighted where current education aligns with rural needs and where significant gaps exist.
- Institutional Profile Proposals: based on the findings from the programme reviews, each partner university developed an original proposal for a rural entrepreneur profile. These proposals identified at least ten key competences deemed essential for their specific regional and academic context (Małopolska, Alto Minho, Foggia, and Münsterland).
- Comparative Synthesis: the individual institutional proposals were synthesised to identify common patterns and shared priorities. This cross-case analysis allowed for the creation of a unified, “Universal EU-wide” profile that captures a shared European vision while remaining flexible enough to accommodate regional nuances.

The Academic Profile of Rural Entrepreneur
The synthesis resulted in a unified competence profile organised around ten key competence areas, each described in terms of knowledge, skills and attitudes, with clearly defined learning outcomes. This structure follows the European Qualifications Framework approach, ensuring compatibility with existing educational standards while addressing the specific needs of rural contexts:
E&I Competence in Rural Contexts:
mastery of business models and opportunity recognition specifically tailored to rural constraints, such as seasonality and small market size. Students learn to navigate specific forms of rural ventures, including family
Rural Context, Territorial and Heritage Competence:
deep understanding of the socio-economic, cultural, and environmental fabric of rural areas. This includes the ability to map local resources, interpret regulatory frameworks, and design solutions that valorise local heritage and natural assets while respecting rural identity.
Marketing for Rural Contexts:
expertise in territorial marketing and place branding strategies. Focus is placed on distribution channels relevant for rural products, such as short supply chains and digital platforms, highlighting authenticity, local origin, and ethical communication.
Financial, Strategic and Fundraising Competence:
skills in mobilising diverse funding sources (EU instruments like LEADER, microfinance, and community-based schemes). Students learn to manage resources responsibly, preparing budgets and financial projections that account for rural-specific risks like price volatility.
Communication and Negotiation
the ability to mediate between diverse stakeholders, from local farmers and NGOs to public authorities. This involves adapting communication styles to rural cultural norms, active listening, and conflict resolution to align interests within multi-actor partnerships.
Sustainability Competence
integration of circular economy principles and social impact assessment. Graduates learn to balance economic viability with ecological protection, applying sustainability criteria (e.g., SDGs) to ensure long-term territorial wellbeing and resilience.
Networking and Partnership
capacity to build trust-based local innovation networks. This includes understanding the mechanisms of cooperation within local action groups and associations, mobilising stakeholders, and coordinating collaborative projects that ensure inclusive participation.
Digital Competence for Rural Transformation
strategic use of digital tools and platforms suitable for low-connectivity contexts. The focus is on overcoming the digital divide through hybrid analog-digital workflows and inclusive strategies for project management and e-commerce.
Managerial Competence in Rural Contexts
leadership and organisational skills adapted to micro and small-scale rural enterprises. Students develop the ability to make decisions under resource constraints and manage diverse projects across agricultural, tourism, and social sectors.
Nature and Culture-based Innovation
leveraging local traditional practices and environmental assets as a foundation for creative business models. This area focuses on identifying heritage assets and local knowledge to enhance territorial identity through sustainable innovation.
Structure and impact
The Academic Profile provides a coherent and adaptable reference point for harmonised education. By describing each competence through the lens of knowledge, skills and attitudes, it ensures that graduates are not only theoretically prepared but also practically equipped to lead rural initiatives.
The Academic Profile, together with the Academic Standardized Content Plan for Rural Entrepreneurial Education, forms the essential foundation for developing EDUPACK – the comprehensive educational tool that will be elaborated in the next project phase (WP4). This ensures that the new educational materials and course content are:
- Evidence-based: rooted in the analysis of existing programmes and gaps,
- Impact-oriented: aligned with the real-world needs of rural areas,
- Universal and Flexible: applicable across the EU while respecting regional diversity.
Ultimately, this deliverable represents a significant step toward professionalising rural entrepreneurship education, providing a shared reference framework for universities across Europe.
